QUICK SUMMARY: CDA members can use four PowerPoint presentations developed by CDA analysts to train the practice’s HIPAA privacy and security officers on their shared responsibilities, which include developing written policies and procedures, training and disciplining staff, risk analysis and mitigation, and breach assessment and notification.
Four HIPAA training resources developed by CDA’s analysts will help California dental practices ensure they are complying with HIPAA and state privacy laws.
The resources are in PowerPoint presentation format for training the practice’s privacy officer and the security officer on their shared responsibilities, which include development of written policies and procedures, staff training and discipline, risk analysis and mitigation, and breach assessment and notification.
The resources debuted in 2020 but are reviewed at least annually by CDA’s regulatory compliance analysts and updated to reflect any change in law.

HIPAA Privacy Officer and Security Officer: Overview of Responsibilities
This overview covers the key elements of HIPAA and state privacy laws; the privacy officer’s and security officer’s shared and separate responsibilities; how to identify training topics for the dental team; and how to identify the dental practice’s business associates.
HIPAA: Patient Rights, Privacy Practices and Privacy and Security Safeguards
HIPAA privacy and security officers who complete this training should understand patient rights under HIPAA; how to identify which privacy practices the dental office should use and which security safeguards the practice should implement; and what to include in written policies and procedures to instruct dental team members on these rights and safeguards.
How to do a HIPAA Risk Analysis
A business’s failure to conduct a thorough risk analysis is the most cited deficiency in HIPAA investigations and enforcement by the U.S. Department of Health and Human Services Office for Civil Rights. This resource describes the risk analysis’s importance to the dental practice; how to identify the key elements of a risk analysis; the steps to complete a risk analysis; and how to create a risk management plan.
HIPAA: Breach Assessment & Notification
HIPAA privacy and security officers who complete this training will understand what triggers the requirement to provide breach notification under HIPAA and California law, how to perform a breach risk assessment, and the steps for breach notification and required mitigation of breach impact.
Member dentists can also use CDA’s “Information Privacy and Security – HIPAA, State Laws” and “Access to Patient Records” along with their written policies and procedures to train all individuals who work in all roles in the practice.
HIPAA does not require “HIPAA certification” and does not require that staff training be provided annually or by a third party.
