Council of Ministers Meeting Communique: Full Text

The President of the Republic, Supreme Chief of the Armed Forces, Minister of National Defense, Mr. Abdelmadjid Tebboune, presided on Sunday over a meeting of the Council of Ministers. The session was dedicated to presentations concerning the national digital services portal, monitoring the implementation of cooperation agreements with Niger and Chad, the development of the startup ecosystem, and a report on the tourist season, according to a statement from the Council of Ministers:

“The President of the Republic, Mr. Abdelmadjid Tebboune, Supreme Chief of the Armed Forces, Minister of National Defense, presided today over a meeting of the Council of Ministers. The meeting was dedicated to presentations focusing on the fields of exploitation of the national digital services portal, monitoring the implementation of cooperation agreements concluded with the two sisterly nations, Niger and Chad, the development of the startup ecosystem, as well as a report on the tourist season,” the statement read.

Regarding the Fields of Exploitation of the National Digital Services Portal:

  • The President of the Republic set a maximum deadline of one month to achieve complete intersectoral interconnection, thereby facilitating the use of digital services for the benefit of citizens.

  • The President of the Republic emphasized the need to redouble efforts to accelerate the development of digital services, particularly in light of the strong interest and success recorded since the commissioning of the National Data Center.

Regarding the Monitoring of the Implementation of Bilateral Cooperation Agreements Concluded With the Two Sisterly Nations, Niger and Chad:

  • The President of the Republic emphasized the major importance that Algeria attaches to the rapid development of the various agreed-upon projects, particularly in the field of electricity generation for the benefit of the citizens of both sisterly nations.

  • The President of the Republic specified that this commitment stems from a shared desire for cooperation to establish a solid economic foundation. This foundation aims to generate a strong development dynamic and genuine investments, in the best mutual interests of Algeria, Niger, Chad, and the entire region, based on an integrated vision.

  • The President instructed the Minister of State, Minister of Foreign Affairs, to supervise a sectoral committee responsible for on-the-ground monitoring of the progress of the various agreed-upon cooperation projects with the two sisterly nations, within the established deadlines.

Regarding the Report on the Tourist Allowance:

  • In view of serious irregularities that have led to a drain on foreign currency without the intended beneficiaries actually receiving the tourist allowance, it was provisionally decided that this allowance will be disbursed via bank card instead of cash, to put an end to the observed abuses.

Regarding the Report on the Development of the Startup Ecosystem:

  • The President of the Republic welcomed all initiatives led by Algeria in the startup sector, which have enabled the Algerian experience to establish itself as a pioneering and credible model attracting growing interest from African countries.

  • The President of the Republic ordered the continuation of support for this positive momentum and the successes achieved in this field, aiming in the future to involve the private sector in financing startup projects, particularly in the most sought-after fields.

  • The President of the Republic stressed that the Algerian model of startup creation and development now commands African and international interest, as it generates economic dynamism and preserves the effective sovereignty of our youth and their enterprises.

Regarding the Tourist Season:

  • The President of the Republic instructed the Minister of Tourism to draft a comprehensive and effective action plan to develop Algerian tourism and promote domestic tourism for Algerian families, especially coastal tourism. He emphasized the importance of training and specialization in the tourism sector—whether coastal, mountain, or Saharan—noting that Algeria has introduced numerous facilitations in recent years, including the option to obtain visas directly upon arrival at airports in the southern part of the country, without any obstacles.

  • The President of the Republic also insisted on the necessity of exploiting all the tourism potential that our country possesses, through coordination and cooperation that help promote the image of Algeria’s diversity and civilizational and cultural richness.

  • The President of the Republic also instructed the Minister of State, Minister of Foreign Affairs, as well as the Ministers of the Interior and of Sports, to prepare for the signing of a sister-city agreement between the cities of Tipaza and Kansas City (United States). This initiative is in recognition of the warm welcome extended to the official Algerian delegation and supporters during the 2026 World Cup, and in consideration of the importance of Algerian-American relations.
