Expert pushes for net-zero pledge as decarbonization takes spotlight at NAST 48th scientific meeting
FILIPINO scientist Raymond Girard Tan of the National Academy of Science and Technology (NAST-PHL) urged the Philippines to adopt a formal net-zero emissions pledge to guide policies, aimed at reducing greenhouse gas emissions.

A fellow of The World Academy of Sciences and an academician of NAST-PHL, Tan specializes in process systems engineering and is best known as co-developer of carbon emissions pinch analysis. He explained that while the world aims to achieve net-zero emissions by 2050 under the Paris Agreement, countries must translate this global ambition into national commitments.
Tan noted that most countries, including many in Southeast Asia, have already announced net-zero goals, while the Philippines and Timor-Leste remain exceptions within Asean. Data from the Philippine Statistics Authority showed the country’s greenhouse gas emissions reached 204.33 million metric tons of carbon dioxide equivalent in 2020.
To demonstrate that a net-zero pathway is achievable, Tan highlighted a collaborative project with Malaysia, the United Kingdom, and Japan that uses systems engineering and simulation software to model decarbonization strategies that are capable of reducing emissions while ensuring affordable energy access.
Meanwhile, DOST Secretary Renato Solidum Jr. reaffirmed the agency’s commitment to making science, technology, and innovation more accessible and inclusive. Speaking during the 48th Annual Scientific Meeting, he emphasized the role of research and evidence-based solutions in addressing national challenges.
