OTel 2.0 by AT&T Leads Open Telco AI Benchmarks as of July 2026 – News and Statistics

AT&T has introduced OTel 2.0, which currently holds the top position on the Open-telco.ai leaderboard. This model is a post-trained iteration of Gemma 4 31B-IT, developed using 400 billion tokens specific to telecommunications, drawn from a pool of over 1 trillion processed tokens. GSMA’s Louis Powell highlights this as a key advancement toward achieving telco-grade AI for the industry.

Addressing the Knowledge Gap

As AI integrates deeper into telecom operations, significant hurdles persist. Leading general-purpose models lack the specialized expertise required to comprehend telecom networks, standards, and services. While these models are capable, their training data barely covers this domain, leading to shortcomings when interpreting industry standards or diagnosing live network issues. The top three performers on the Open Telco AI benchmarks are all domain-adapted models, not general-purpose ones, with OTel 2.0 leading the board. This underscores that domain-adapted models can achieve high accuracy while being considerably smaller in size.

Constructing the Training Dataset

Given the absence of a telecom equivalent to Wikipedia, the industry had to create training data from scratch. The initial dataset, roughly 15 billion tokens, was supplied by the GSMA through the collection and processing of documents from seven standards development organizations: 3GPP, ETSI, GSMA, CAMARA, ITU, O-RAN, and TM Forum. Additionally, the GSMA and Pleias released the Telco Corpus, the largest pre-training dataset for telecoms to date, covering about 10 billion tokens. This dataset was merged with additional data from AT&T, in collaboration with Red Hat, Dell, Microsoft Azure, and AMD, to form the 400 billion token training set. This effort resulted in the first release of the OTel 2.0 family.

Industry Needs and Future Directions

Similar to domain-specific AI approaches in healthcare, financial services, and manufacturing, the telecom industry requires models trained on its unique standards, protocols, and operational environments. Accuracy and enterprise needs—such as reducing costs and maintaining control through deployment across clouds and on-premise—are crucial for use cases like network troubleshooting, product development, and network configuration. The GSMA notes that OTel 2.0 is a significant milestone but only one step in a longer journey. The industry still requires models in various sizes, as not all telecom use cases demand a large language model; efficiency is as important as accuracy. The OTel models are open for download and further fine-tuning, and the GSMA looks forward to how operators, vendors, and researchers will adapt them. The long-term goal is to foster an open ecosystem of telecom models, datasets, and tools to help the industry develop telco-grade AI.
