Pakistan Invites Bids to Establish Seven National AI Hubs Across the Country

The Ministry of Information Technology and Telecommunication has launched the procurement process for the establishment of seven National Artificial Intelligence (AI) Hubs across Pakistan, marking a significant step in the government’s efforts to build a nationwide AI innovation ecosystem.

The ministry has issued a Request for Proposals (RFP) under the National AI Advancement Initiative, inviting eligible firms and joint ventures to compete for the project through a single-stage, two-envelope bidding process. According to the tender notice, the selected company will be responsible for establishing and operating all seven AI hubs.

The AI hubs will be established in Islamabad, Lahore, Karachi, Peshawar, Quetta, Muzaffarabad and Gilgit, creating a nationwide network designed to accelerate artificial intelligence research, innovation and commercialization.

According to the Ministry of IT, each hub will feature modern office facilities, high-speed internet connectivity and advanced laboratories to support startups, researchers and technology entrepreneurs. The initiative aims to strengthen Pakistan’s AI infrastructure while fostering collaboration between academia, industry and government.

The project also sets ambitious startup development targets. Islamabad alone is expected to incubate 560 AI startups over the next two years, while 150 AI startups will receive seed grants to help transform innovative ideas into commercial ventures. Participating startups will also be connected with venture capital firms, business incubators and international technology networks to support future growth.

The ministry said the AI hubs will focus on developing artificial intelligence solutions for key sectors, including healthcare, agriculture, education, fintech, and smart cities, with the goal of addressing national challenges through emerging technologies.

The initiative also places a strong emphasis on inclusion. Women entrepreneurs and innovators from underserved and remote regions have been identified as a key focus of the programme to ensure broader participation in Pakistan’s growing digital economy.

According to the tender, the selected firm’s contract will initially remain valid for one year, with the possibility of a one-year extension based on performance.

Interested companies are required to submit bids electronically through the PPRA e-PADS V2.0 procurement system. A pre-bid meeting has been scheduled for August 7, 2026, while bids will be opened on August 19, 2026.

The launch of the tender represents one of the most significant AI infrastructure initiatives undertaken by the Ministry of IT as Pakistan seeks to expand its capabilities in artificial intelligence, encourage technology-driven entrepreneurship, and position itself more competitively in the global digital economy.
