China’s Tech Sector Increasingly Relies on State-Backed Investment, Report Finds – News and Statistics

China’s technology sector is increasingly reliant on state-backed investment, a shift that is reshaping how companies are funded and raising questions about the balance between risk and innovation. According to a report by the South China Morning Post, the financing histories of prominent Chinese tech firms—including the algorithmic developers DeepSeek and Zhipu AI, as well as hardware makers Unitree Robotics and ChangXin Memory Technologies (CXMT)—reveal a common investor: the Chinese state.

This marks a structural change in the funding of frontier technology. As Western venture capital and domestic private wealth have pulled back, the government has expanded its role, creating a state-capitalist system that blurs the line between public policy and private equity. Rather than operating through a single entity, public capital flows through a layered network of national funds, local investment vehicles, state-owned enterprises, and privately managed funds. This system converts top-down policy priorities into private-market investments, operating with an alternative view of what constitutes a return on investment.

Data from the domestic provider Zerone indicates that last year, state-affiliated investors supplied more than 90 percent of the committed capital tracked in China’s private-equity market. This is a significant increase from just under 79 percent in 2021.

The mandate for this approach comes from the highest level. At a national science and technology gathering in Beijing on July 8, President Xi Jinping urged financial capital firms to invest early, invest small, invest for the long term, and invest in hard technology. How this capital is deployed may determine whether China achieves its goal of becoming a self-reliant tech superpower or risks suffocating its economy under state-engineered overcapacity.
