The U.S. AI Race Expands Beyond Algorithms
The White House is expanding its AI strategy on two fronts: accelerating scientific discovery through artificial intelligence while addressing the massive energy demands required to power the next generation of computing.
The administration announced more than $5 billion in new federal commitments to expand Genesis Mission, a government-wide initiative launched by President Trump in 2025 to harness AI for scientific discovery and strengthen U.S. leadership in advanced technologies.
The initiative brings together more than 15 federal agencies, research institutions, and national laboratories to build an AI-powered scientific infrastructure. Researchers will gain access to large-scale datasets, advanced computing resources, and AI tools designed to accelerate discoveries that could otherwise take years or decades using traditional methods.
Genesis Mission will focus on some of the most ambitious scientific challenges facing the United States, including identifying the causes of chronic diseases, accelerating drug discovery, improving energy systems, designing new materials, advancing semiconductor research, developing autonomous laboratories, and moving quantum computing closer to practical applications.
“America’s greatest scientific achievements have been born of national mobilizations paired with the construction of new institutions,” said Michael Kratsios, director of the White House Office of Science and Technology Policy. “The Genesis Mission is the next chapter in that tradition.”
As part of the expansion, the Department of Energy and other agencies will provide researchers with access to the American Science and Security Platform, a shared infrastructure connecting scientific data, computing power, and AI capabilities.
The initiative will also support national security efforts, including AI-driven research into biological threat detection, advanced materials, nuclear security, and defense technologies.
Alongside the Genesis Mission expansion, the White House announced an expansion of the Ratepayer Protection Pledge, an existing commitment designed to address another major challenge in the AI race: rising energy demand.
The pledge brings together utilities, technology companies, data center developers, cooperatives, and states to ensure that the cost of expanding AI infrastructure does not fall on ordinary electricity customers. Under the initiative, large data center operators — rather than households and businesses — are responsible for covering the costs of additional electricity generation and infrastructure required for their facilities.
The White House said that more than 200 additional utilities, data center developers, cooperatives, and states have joined the pledge, bringing its coverage to 80% of electricity delivered to U.S. homes and businesses and representing 263 million Americans.
The expanded commitment includes agreements involving companies including Google, Oracle, Amazon, Alphabet, Meta, and QTS, alongside utilities in several states. The arrangements require data center operators to cover the additional energy and infrastructure costs associated with their facilities, rather than passing those expenses on to electricity customers.
Together, the two announcements highlight Washington’s broader strategy for AI leadership: building the scientific capabilities needed to develop next-generation technologies while ensuring that the energy infrastructure exists to support increasingly powerful computing systems.
